Shared Services and Contracts Manager


The Shared Services and Contracts Manager oversees all facility and vehicle leases, shared services contracts, and Memorandums of Understanding (MOUs) with outside agencies or other City departments at the Department of Technology (DT).   In addition to other duties, this position also manages all the enterprise agreements (EAs) for technology procurement.  This position works cross-functionally and closely with the City Attorney, Office of Contract Administration, DT Budget, Billing, Accounting, and all City departments, and requires strong leadership and organizational skills to coordinate a joint procurement effort for multiple departments across the City. 

Responsibilities
  1.  Lead a team of 3 contract professionals.
  2. Lead procurement and contracting efforts of all enterprise agreements (EAs), facilitate the preparation of their Requests for Proposals (RFPs), contracts and purchase orders (POs), ensure that they are moved efficiently through the City’s complicated procurement process, and reduce cost for the City.
  3. Supervise and coordinate the drafting and negotiation of all Memorandums of Understanding (MOUs) with other City Departments and outside agencies.
  4. Manage all the leases of real estate properties and vehicles operated by DT.
  5. Ensure leases with multiple data center facilities and radio sites meet the needs of the department’s strategic plans for infrastructure capacity and public safety for existing and future requirements.
  6. Manage vendor performance and facilitate the resolution of all vendor and contract-related issues.
  7. Work closely with Finance, Budget and Revenue sections on budgeting, financial forecast modeling and accurate billing to departments for shared services.
Requirements

 1. Possession of a Baccalaureate Degree in business administration, management, law, or closely related field from an accredited college or university; AND
2. Five (5) years of  professional experience in information technology (IT) contract negotiations and vendor management.

Desirable Qualifications:

  • Two (2) years or more experience supervising staff
  • Direct experience leading a cross-functional team and partnering with multiple departments in a large organization to draft and negotiate the agreements and Memoranda of Understanding (MOUs) for information technology services
  • Direct experience with state and local government
  • Deep understanding and working knowledge of applications used for procurement or financial management such as PeopleSoft and ServiceNow

Special Requirements:

Criminal Justice Information Services (CJIS) Security Clearance is required.  (See Security Clearances and Background Investigations below).
