Performance & Organizational Development Analyst
The Performance & Organizational Development Analyst position is organized under the Administrative Services Division at the Department of Technology (DT). Administrative Services include Accounting, Budget, Contracts, Billing, HR, Asset Management, Facilities, Racial Equity, and Policy.
We are looking for a creative and solutions-oriented high performer who gets to done. Under general direction, this position plans, organizes, leads and/or collaborates complex, sensitive, and detailed analytical work in the areas of performance, organizational development, and IT career entry programs.
The position reports to the People & Performance Manager and partners with Department of Technology leadership to design, develop, and deliver solutions that better assess, align, develop, and utilize people capabilities at the team and organizational levels to drive business strategy. The position works closely with the CIO/Executive Director, managers, division leads, racial equity co-leads, staff, City staff, and community stakeholders to ensure the department, services and projects are meeting performance expectations, continuously improving, progressing, and changing to meet City demands and stay current with new technology. The position will monitor and report employee compliance with mandatory training. The position will work closely with the department’s Premier Support team trainer to leverage in-house training resources. The position will also create IT training opportunities for department employees to fulfill current and future skillset needs and career advancement and establish and manage IT career entry programs for a diverse and inclusive workforce for the department.
a) Develop practical performance measures based on qualitative and quantitative methods to better inform decision-makers with respect to DT departmental strategic plan and citywide technology policies. Research, gather requirements and data to support the department’s projects and client requests. Provide consistent updates on progress and goals to key stakeholders.
b) Streamline business processes utilizing LEAN Six Sigma methodology. Utilize real-time dashboards, tools and resources to track and communicate key metrics. Responsible for reporting DT’s performance measures for Controller’s Citywide Performance Program and the 5-year Information and Communication Technology Plan, “ICT.” Act as the point-of-contact and represent the department to the Mayor’s office, Board of Supervisors, Controller’s Office, other city officials, and the public.
c) Prepare agenda, presentation, minutes, and reports in support of DT hosted forums, work groups, and committees.
2. Organizational Development:
a) Assist with strategic training and professional development of the department, including working across department to develop current training to enhance skill sets within the department.
b) Schedule consistent relevant department wide training for employees that support the strategic initiatives of the City CIO (Lean, Supervisory/Managerial, Project Management, Agile, Product Management, Security, Crucial Conversations, Time Management, etc.).
c) Identify, coordinate, procure and make available, compliance, certification, license, and career advancement training that meet Minimum Qualifications, “Qs,” for promotive classifications.
d) Track and report department employee completion of City mandated training.
3. IT Career Entry Trainee and Internship Programs:
a) Represent department, lead department activities, and participate in city established and initiating IT career entry, pathway, apprenticeship, trainee and internship programs. Work collaboratively with city stakeholders and labor unions to establish program and position requirements, educational and training courses, experience and salary requirements, distinct goals, qualifications, targeted groups, outcomes for each program, align program requirements and position qualifications to meet eligibility requirements of promotive classifications, and State and professional licensing certifications. Evaluate program performance, effectiveness, return on investment, placements, succession planning, and non-technology to technology career transition.
b) Engage with Finance, Human Resources, CIO, and department managers to recruit, process, fund, onboard, and monitor cohort candidates and mentors. Actively work with internal department hiring managers and mentors to meet program expectations.
c) Plan, procure, and schedule training, presentations, field trips, and meet and greet events.
e) Complete annual workforce survey, reports, and contributes to department’s Racial Equity Action Plan. Complete activities within defined program schedules.
f) Perform outreach, establish and maintain relationships with community-based organizations with IT job training programs. Promote department and City at job fairs, college career fairs, other hiring events.
4. Perform related duties and responsibilities as assigned.
This role is not fully remote, but the incumbent may adopt a hybrid schedule with supervisor approval.

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
